A dispatch names the order, the batch, the operation and the quantity. The bundles that left are still on the same production order they were cut for, so "where is that order" has one answer whether the work is on your floor or somebody else's.

An external unit is a warehouse like any other. What you sent is still your inventory and still on your balance sheet until it comes back or is consumed — which is also what your auditor expects to see.
Rates
Priced per operation, per piece
Each operation carries the rate you agreed with that unit. What comes back is costed as it arrives, so the labour in a subcontracted style is as real as the labour in one you sewed yourself.
Reconciliation
Costed in real time, not at season end
Dispatched, recovered, invoiced — each invoice links straight to its PO, so the cost of a subcontracted operation lands the moment it's billed. What used to be a manual compile at the end of every season, taking a couple of days, is now a number that's already there.

You do. An external unit is a warehouse, so the goods stay in your inventory and your valuation until they are consumed or returned.
Does the subcontractor need a licence?
No. The supplier portal is part of your instance — they sign in to their own work, and see nothing else.
